Public digital infrastructure
VillageOS
A digital operating system designed for Fiji's villages — governance and registry, disaster resilience, village economy, and service delivery — built mobile-first, offline-first and low-bandwidth.
The problem and the approach
Fiji has over 1,200 villages. Most national digital systems are designed in Suva for conditions that do not hold in a village on a bad connection during a cyclone warning. VillageOS starts from the opposite constraint: it must work offline, on a low-end phone, on intermittent bandwidth, and it must keep working when infrastructure is degraded.
The functional scope covers four domains: a governance and registry core, disaster and resilience, village economy and finance, and service delivery.
It is designed to be owner-agnostic. Whether a system like this is best held by a ministry, a provincial council structure, a statutory body or a public–private arrangement is a decision for Fiji, not for a private company. The architecture therefore flags its divergence points rather than assuming an owner.
The design targets national scale — 1,200+ villages and a population-scale user base — with provincial councils, ministries, donor organisations, NGOs, financial institutions and telecommunications providers as participating parties.
What has been produced
- Architecture programme spanning enterprise, solution, technical, data, cloud, cybersecurity, API, GIS, analytics, AI, DevOps, disaster recovery and business continuity views
- Scale, resilience and offline-operation design targets
- Owner-agnostic operating model analysis with divergence points identified
Documentation can be shared for technical review on request.
What VillageOS is not
Stated so that no reader has to infer it.
- VillageOS is a design programme. No system is deployed in any village.
- It has no government mandate, endorsement or commissioning.
- No ownership or operating model has been agreed with any Fijian body.
