Credit reporting infrastructure
BulaScore
A consumer and business credit reporting platform designed for the Fijian market, built to the standard the Fair Reporting of Credit Act 2016 requires of a licensed agency.
The problem and the approach
Access to affordable credit in Fiji is constrained less by a shortage of lenders than by a shortage of reliable information about borrowers. Thin files push lenders toward collateral-heavy products, and households without formal credit history are priced out or excluded.
BulaScore is being built as a credit reporting platform: a consumer-facing dashboard through which an individual can see and challenge what is held about them, a scoring engine that renders one canonical index to the scales lenders and consumers actually use, and an aggregate insight surface for public bodies that never exposes an individual.
The scoring design is deliberately transparent. A single underlying index renders to three published scales — a 0–999 consumer scale, a 300–900 consumer scale, and a 0–1000 business scale — so a lender, a consumer and a regulator are all reading the same underlying assessment rather than three unrelated numbers.
The government-facing surface applies k-anonymity suppression by design. It reports population-level patterns and produces no re-identifiable output. This is an architectural constraint, not a policy setting that can be switched off.
What has been produced
- Scoring model specification covering the canonical index and its three published scales
- Hazard-code framework for the decisioning engine, including cyclone-related freeze handling
- Programme documentation series held under version control
- Data residency and disaster recovery design, pending legal review
Documentation can be shared for technical review on request.
What BulaScore is not
Stated so that no reader has to infer it.
- This venture holds no credit reporting agency licence from the Reserve Bank of Fiji.
- No licence application has been submitted.
- It is not operating, and holds no consumer credit data.
- It is not Fiji's first credit reporting agency. The Reserve Bank granted the first such licence to Credit Information Reporting Agency Pte Limited in April 2018.
Applicable framework
Fair Reporting of Credit Act 2016 (Act No. 11 of 2016)
Administered by Reserve Bank of Fiji
The Act makes it an offence to establish, operate or conduct business as a credit reporting agency without a licence, carrying a fine of up to FJ$50,000 and/or up to five years' imprisonment. This venture will not operate as a credit reporting agency unless and until the responsible legal entity holds that licence.
