National digital public infrastructure

Digital Fiji Network

A design programme for national digital public infrastructure — identity, interoperability, payments and a citizen service layer — with sector networks built on top rather than beside.

The problem and the approach

Digital government fails most often not at the application layer but at the foundations: no trusted identity, no way for one agency's system to speak to another's, and no shared payment rail. Every ministry then builds its own, and the citizen carries the integration cost.

The Digital Fiji Network is a design programme covering that foundation layer — digital identity, a secure data-exchange layer between agencies, a payments rail, and a citizen-facing service application — with sector networks for credit, property, health, education, tourism, agriculture, disaster management and cybersecurity designed to sit on those foundations.

The programme's value is in the sequencing argument as much as the architecture: which foundations must exist before which services, and what it costs a country to build them in the wrong order.

It is offered as analysis and design work for consideration, not as a procurement proposition.
